When Rangers supporters learned that Panarin had not been voted in, it caused a stir on social media. Igor Shesterkin, the goaltender, was voted in instead, despite the fact that he hasn't performed up to par this season.
Panarin issued a statement on Rangers Twitter explaining why he would not be able to attend the all-star game, saying that the NHL would not be able to penalize him for a single game due to this.

Although Gregor makes a valid argument, the roster for the new all-star game format is smaller than it was in previous years due to being 3-on-3, and if you ever watch the game, let's just say nicely that it is really boring. The game is primarily intended for the enjoyment of attendees and kids.
