Gary Bettman reveals that he supports the Lightning with their salary cap trickery last playoffs

Yesterday, Gary Bettman met with the media to answer questions on the current state of the NHL.
When asked about cap "loopholes" that teams such as the Tampa Bay Lightning took advantage off, Commisioner Bettman confirmed that the league will not make any changes to its salary cap system and praised the Lightning.
Here are Gary Bettman's words:
"I don't think they've been using loopholes. They've been using the agreement as it's been drafted. ... They're not using loopholes, they're using effective cap management. Everyone's operating under the same agreement."

Are you kidding me? Tampa was 18 M$ over the cap last playoffs... Like that's just ridiculous.
