NHL cracks down on Jared Spurgeon for his dirty act

After the Wild defender whacked Blues winger Pavel Buchnevich in the ankles with a vicious double-check last night, we were eager to see how the NHL would handle the situation.
Spurgeon will not be suspended but will be fined $5000 as a result of the judgement.
Buchnevich was fortunately unharmed during the action, but the repercussions might have been far worse.
Is this a suitable punishment under the circumstances?
