A hostile offer from the Hurricanes for Jesperi Kotkaniemi?

Remember two years ago, on July 1, 2019. Montreal Canadiens general manager Marc Bergevin made a hostile offer of $42.27 million for five years to Carolina Hurricanes star forward Sebastian Aho.
Not surprisingly, the offer was matched by the Canes. According to Pierre LeBrun, team owner Tom Dundon still hasn't digested the move by the Canadiens' GM.
Lebrun insinuated that Carolina could retaliate by doing the same thing with Jesperi Kotkaniemi, who will become a restricted free agent at the end of this season.
However, LeBrun ends his piece with the following words:
