Bettman released a harsh remark about the current situation in Quebec on Friday.

«Some of our teams are not allowed to have people in the building," said Bettman via NHL.com.

"Some people are able to have 50%. For owners, or rather, fans attending the game, food and drink is an issue. The impact on Canadian clubs is disastrous, both economically and competitively, because they don't attract the same home crowds as their American counterparts when they play at home."

To be fair, Bettman did appear to make a comment at the Quebec government for allowing people to gather elsewhere but not allowing fans to attend NHL games at the Bell Centre.

"We know the Canadiens have been in talks, because it has been extraordinarily painful to see them play in an empty building, particularly when, as I understand, people are going to restaurants and bars," added Bettman. "But I'm not going to argue and protest against what the governmental authorities have determined they think they need to do."

But, according to Bettman, the NHL's shifting stance on this issue may affect all Canadian markets. Bettman also stated that restrictions across Canada have hampered their franchises in Canadian markets, and even hinted that Canadian teams may be forced to play their home games outside of Canada.
